Can't really comment on what the food was like here - we didn't get that far. When we placed our order and asked for some water, we were told that 'management policy' didn't allow tap water to be provided and we would have to buy bottled water. That's either extremely penny-pinching or extremely stupid, and certainly pretty much a management fail. We left and went to a much better place as it turns out. There are a dozen cafes to choose from in this strip and there's no reason to choose this one.

We stopped here for a cuppa and really enjoyed it. My daughter enjoyed a milkshake too! They have a great range of gluten free and vegetarian foods too!

I did some research on this. Apparently it's law in Victoria that you must provide tap water for free if you serve alcohol. Otherwise, not. Even so, it's miserly and certainly poor customer relations to have it as a 'policy'.
Ironically, the place we did have lunch (which was really good and I will review in a bit) bought a bottle of chilled tap water to the table the moment we sat down (without us even asking). It did serve alcohol.
Very poor policy indeed - I don't think they're licensed though. I'm a local and the other cafes have no objection to providing water.
I don't think I've been refused water EVER in a cafe or restaurant in Australia.
