This Safeway appears old and tired, staff are quite indifferent and dont go out of their way if they can help to assist. The whole atmosphere there is quite depressing.

Without fail, every time I go to this supermarket (which is less and less often) I have a dreadful experience with the lack of customer service. They really should call it "customer indifference" as there is simply no drive to provide anything that even resembles an attempt at providing customer service.
Staff at the checkouts don't greet you, they continue their personal conversations with each other all the while, giving the customer the impression that they are an inconvenience to their obviously more important aim of socialising. I even had a cashier continue a telephone conversation throughout my entire transaction!
I understand that often the staff are young and are learning and am always happy to be patient when it's apparent that someone is trying but there is no evidence of this. Clearly the allocated budget in this area is not being spent wisely. I'd suggest management try getting some groceries on a Saturday evening (I know, I have no life...) to be on the receiving end of some of the most disgraceful inter-personal interactions masquerading as service, I have ever experienced. Perhaps then, the staff will have a chance to learn.
